Introduced on Feb 16, 2006 by Representative Bob Goodlatte, R-Va., and Rick Boucher, D-Va., with more than 100 congressmen as cosponsors.The last attempt at a bill like this got scuttled by Jack Abramoff, the now infamous Republican lobbyist who represented several American Indian tribes. He has pled guilty to criminal charges in a bribery probe.
